The REBUILD Act is a zero waste policy that would mandate deconstruction over demolition of older buildings and homes. Construction and Demolition (C&D) materials are one of the largest sources of waste. Recovering these materials through deconstruction has the least environmental impact while creating jobs. This policy proposal is spearheaded by the Clean Air Baltimore Coalition, a local project of the non-profit, Energy Justice Network.
